I rotate the bone and the entire workspace area rotates around the origin point of the head of the bone. What do I have to do to “unbind”

I have attempted several times to duplicate the steps of the tutorial “Animating a Head Turn with Smart Bones in Anime Studio Pro 9″, and there is a problem I have not been able to solve. After drawing on the Vector layer, adding a bone to the Bone layer, adding the bone angle constraint, creating an Action, naming the bone and the action the same and then using the Rotate Bone tool, that’s where I have the problem. As I rotate the bone to the left, the entire layer seems to be bound to the angle of the bone. So I rotate the bone and the entire workspace area rotates around the origin point of the head of the bone. What do I have to do to “unbind” the layer from the rotation of the bone? I couldn’t see any setting selection in the tutorial that changes this behavior…
